Mô tả công việc

The main responsibilities of the Legal Officer is to advise and assist the Presidential Board (PB) on the affairs of archive and clerical work, in inspecting, checking and supervising the activities of the university to ensure they are in compliance with relevant laws and disciplines; To carry out inspections in VGU based on legal regulations

1. Legal affairs:

  • Provide legal advice on revision-related issues in all affairs to VGU Presidential Board
  • Drafting up contracts and other legal documents
  • Revise all kinds of contracts, agreement, official letter
  • Support Presidential Board with legal matters including advisory support to make sure VGU regulations are in accordance with Law of Socialist Republic of Vietnam, particularly Ministry of Education & Training.
  • Propose regulations and improve forms, templates of official letters in accordance with Vietnamese legal procedure.
  • Work and attend in the meeting with Legal Dept, people in charge regarding all legal matter arising.
  • Support Admin issues to comply with legal regulation

2. Archive and clerical work:

  • To organize and manage the documents in and out in accordance with the archive regulations and filing rules.
  • To provide instruction on document formulation in accordance with current regulations.
  • To check draft reports, official letters and decisions, etc. of the university to ensure the formulation in accordance with regulations.
  • To sign confirming the copies of the original documents within authorization.
  • To issue reference and travel letters to academic and administrative staff of the university upon the Presidential Board’s assignment.
  • To manage the stamps and seals bearing the university leaders’ names in accordance with the current regulations
  • To organize the archive of the university documents
  • To guide the university’s staff in formulation of archive dossiers annually in accordance with the current regulations.

3. Inspecting activities:

  • To organize formulating documents related to the inspection and the legal affairs of the university.
  • To conduct internal inspection and examination of the activities of VGU’s supporting units and departments in implementing laws, educational sector’s and VGU’s charters and regulations.
  • To prepare proposal and submit it to the President for decisions on the establishment of inspection groups to check, verify and suggest solutions for matters under the management of the President.
  • To inspect, verify and propose to the President the contents related to the adjustment of claims and accusation under the authority of the President.
  • To coordinate with relevant units, organizations to check, supervise the reward and discipline implementation to staff and students.

4. Irregular responsibilities:

  • To chair and coordinate with relevant departments/units to organize training to improve legal knowledge and legal skills for legal staff; to participate in legal training courses provided by the MoET and other specialized agencies.
  • To periodically collect the archives, make sure the archives are in good conditions, to arrange the repository in a tidy way that is convenient for the use of archives.
  • Implement other duties assigned by the Presidential Board.

Yêu cầu ứng viên

  • Master in Law or Public Administration
  • Have in – depth knowledge and skills in law, especially in Public sector and Vietnamese public administration
  • At least 6 years experiences in legal affairs
  • Knowledge and understanding of current issues in the higher education sector
  • Outstanding communication and interpersonal abilities
  • Good organizational skills
  • Familiarity with public management; office management procedures 
  • Fluent English in 4 skills
  • Ability to manage critical timelines
  • Ability to work with different people & on different transactions
  • Ability to work effectively either independently or in a team
  • Thời gian thử việc: 60 days
  • Thời gian làm việc: Monday to Friday; 8:30 - 16:30

    A daily shuttle bus will be offered for VGU staff between HCMC and Binh Duong campus.
  • Ngày nghỉ: Employees are entitled to annual leave of 12 days (pro-rated for in-completed year); Public holidays are typically off as it occurs also as per Vietnamese Labor Code.
