Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:

Thỏa thuận giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ nước Cộng hòa Séc về hợp tác trong lĩnh vực giáo dục, ký ngày 20 tháng 01 năm 2025 tại Pra-ha, có hiệu lực từ ngày 20 tháng 01 năm 2025.

Bộ Ngoại giao trân trọng gửi Quý Cơ quan bản sao Thỏa thuận theo quy định tại Điều 59 của Luật nêu trên./.

AGREEMENT

BETWEEN THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIET NAM AND THE GOVERNMENT OF THE CZECH REPUBLIC ON CO-OPERATION IN THE FIELD OF EDUCATION

The Government of the Socialist Republic of Viet Nam and the Government of the Czech Republic (hereinafter the “Parties”),

While pursuing a common interest in terms of the development of mutual cooperation in education, and

Believing that this co-operation will contribute to the development of mutual relations,

Have agreed as follows:

Article 1

1. With a view to coordinating the implementation of this Agreement, the competent authorities assigned by the Parties shall be:

from the Vietnamese Party: The Ministry of Education and Training of the Socialist Republic of Viet Nam;

from the Czech Party: The Ministry of Education, Youth and Sports of the Czech Republic.

2. In the event of changing the competent authorities or their names, the Parties shall inform each other accordingly through diplomatic channels. Such changes shall not affect the implementation of this Agreement, unless the Parties agree otherwise.

Article 2

The Parties shall support direct co-operation between higher education institutions implemented on the basis of direct co-operation agreements.

Article 3

Each Party shall, within its capability and within its country, support teaching of the language and literature of the other Party. For this purpose, each Party shall, upon request of the other Party, seek to send teachers of the language and literature of its own country to teach at higher education institutions in the country of the other Party.

Article 4

The Parties shall upon request, exchange information and materials related to management. organization and content of primary, secondary, vocational and higher education. The Parties shall, upon request, exchange also information and materials documenting the history, geography and culture of the country of the other Party.

Article 5

The Parties shall inform each other about international congresses, conferences, symposia and other meetings related to education that will be held in the country of the other Party.

Article 6

AGREEMENT

BETWEEN THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIET NAM AND THE GOVERNMENT OF THE CZECH REPUBLIC ON CO-OPERATION IN THE FIELD OF EDUCATION

The Government of the Socialist Republic of Viet Nam and the Government of the Czech Republic (hereinafter the “Parties”),

While pursuing a common interest in terms of the development of mutual cooperation in education, and

Believing that this co-operation will contribute to the development of mutual relations,

Have agreed as follows:

Article 1

1. With a view to coordinating the implementation of this Agreement, the competent authorities assigned by the Parties shall be:

Article 2

The Parties shall support direct co-operation between higher education institutions implemented on the basis of direct co-operation agreements.

Article 3

Each Party shall, within its capability and within its country, support teaching of the language and literature of the other Party. For this purpose, each Party shall, upon request of the other Party, seek to send teachers of the language and literature of its own country to teach at higher education institutions in the country of the other Party.

Article 4

The Parties shall upon request, exchange information and materials related to management. organization and content of primary, secondary, vocational and higher education. The Parties shall, upon request, exchange also information and materials documenting the history, geography and culture of the country of the other Party.

Article 5

The Parties shall inform each other about international congresses, conferences, symposia and other meetings related to education that will be held in the country of the other Party.

Article 6

1. During the period of validity of this Agreement, the Parties may exchange delegations of experts for the purpose of exchanging experience and discussing implementation of this Agreement. The maximum duration of stay of each such delegation in the country of the receiving Party shall be one (1) week.

2. The composition of the delegation and the draft program shall be agreed through diplomatic channels.

3. The sending Party, in compliance with respective laws and regulations, shall cover all costs associated with the business trip of its experts sent to the country of the receiving Party pursuant to this Article, including subsistence expenses in the country of the receiving Party.

Article 7

The Parties shall support deepening of knowledge in various scientific disciplines and to this end, they shall endeavour annual exchange of academic staff and researchers of State higher education institutions of the Socialist Republic of Viet Nam and public higher education institutions of the Czech Republic for the purpose of study and Iecturing visits for a total period of two (2) months. The duration of an individual visit may range from a minimum of two (2) weeks to a maximum of four (4) weeks. These visits can only take place on the basis of an invitation of the relevant higher education institutions of the country of the receiving Party.

Article 8

The Parties, in accordance with the principle of reciprocity, shall support annual exchange of students in higher and post-graduate education at State higher education or research institutions in the Socialist Republic of Viet Nam and of students of bachelor, master and doctoral study programmes of public higher education institutions in the Czech Republic for the purpose of study stays covering a total period of sixty (60) months. The duration of an individual study stay may range from a minimum of two (2) months to a maximum of ten (10) months.

Article 9

1. With two-year periodicity:

a) The Vietnamese Party shall offer two-year scholarships to two (2) Czech students to pursue study courses within follow-up master’s or doctoral study programmes at State higher education institutions in the Socialist Republic of Viet Nam.

b) The Czech Party shall offer two-year scholarships to two (2) Vietnamese students to pursue study courses within follow-up master’s or doctoral study programmes at public higher education institutions in the Czech Republic.

c) Fields and language of study/research and conditions for admission to a higher education institution shall be agreed upon through diplomatic channels.

2. In case of study pursued in the language of the receiving Party, the receiving Party shall provide successful candidates with tuition-free one-year-long language preparation in compliance with respective laws and regulations.

3. In case of unused quota, the scholarship offer can be announced after 12 months since the previous announcement of the scholarship offer. In that case, terms of scholarship offer shall be agreed upon through diplomatic channels.

Article 10

For the purpose of promoting study and enhancing the knowledge of the language and culture of the other country,

1) The Vietnamese Party shall provide each year two (2) scholarships for Czech candidates to attend summer courses of Vietnamese language and literature in the Socialist Republic of Viet Nam;

2) The Czech Party shall provide each year two (2) scholarships for Vietnamese candidates to attend the Summer School of Slavonic Studies in the Czech Republic.

GENERAL AND FINANCIAL PROVISIONS

Article 11

1. The Parties shall ensure that their nominees sent to the country of the other Party under Articles 7, 8, 9 and 10 of this Agreement are reimbursed for international travel expenses to the country of the receiving Party and back.

2. The candidates of the Czech Party must be at the time of the reimbursement of international travel expenses, employed or enrolled to study at a public higher education institution in the Czech Republic.

Article 12

1. The activities of the languages and literature teachers received pursuant to Article 3 of this Agreement are subject to the respective laws and regulations, particularly laws and regulations on employment relations, health and social insurance.

2. Remuneration of the teachers is also subject to the respective laws and regulations.

3. Nomination of new teachers and extension of stay for teachers already working in the receiving Party shall be announced by the sending Party to the receiving Party through diplomatic channels by 30 April of the relevant calendar year at the latest.

Article 13

1. The sending Party shall submit its nomination of candidates pursuant to Article 7 of this Agreement, including duly filled out application forms of the receiving Party and proposed programme of their stay, to the receiving Party at least three (3) months before the proposed date on which the visit should commence.

2. The receiving Party shall notify the sending Party of its acceptance of the candidates at least thirty (30) days before the proposed date on which the visit should commence.

3. The sending Party shall notify the receiving Party of the exact date and arrival details at least two (2) weeks before the commencement of the visit.

Article 14

The receiving Party shall ensure that the persons received pursuant to Article 7 of this Agreement are provided with:

a) board and spending allowance in compliance with respective laws and regulations;

b) free accommodation in compliance with respective laws and regulations.

Article 15

1. The sending Party shall submit its nomination of candidates pursuant to Articles 8 and 9 of this Agreement, including application forms of the receiving Party and other required documents, to the receiving Party by 31 March of the relevant calendar year at the latest.

2. The receiving Party shall notify the sending Party of its acceptance of the candidates nominated pursuant to Articles 8 and 9 of this Agreement by 15 June of the relevant calendar year at the latest.

3. The sending Party shall notify the receiving Party of the arrival of its candidates at least two (2) weeks before the commencement of the study visit.

4. The candidate’s command of the language of the country of the receiving Party or a foreign language agreed upon by the receiving Party shall be a precondition for accepting the candidate for the study visit.

Article 16

Exchange of persons pursuant to Articles 8 and 9 of this Agreement shall take place under the following conditions:

1. The receiving Vietnamese Party shall ensure that all individuals accepted pursuant to Articles 8 and 9 of this Agreement are provided with:

a) study for free at State higher education institutions in the Socialist Republic of Viet Nam;

b) board and lodging under the same conditions as those applying to the citizens of the Socialist Republic of Viet Nam;

c) scholarship in compliance with respective laws and regulations.

2. The receiving Czech Party shall ensure that all individuals accepted pursuant to Articles 8 and 9 of this Agreement are provided with:

a) study for free at public higher education institutions under the same conditions as those applying to the citizens of the Czech Republic;

b) board and lodging at public higher education institutions’ premises under the same conditions as those applying to the citizens of the Czech Republic;

c) scholarship in compliance with respective laws and regulations.

Article 17

Exchange of persons pursuant to Article 10 of this Agreement shall take place under the following conditions:

1. The receiving Vietnamese Party shall cover the registration fee, accommodation, board and excursions and the cost of instruction for the course participants accepted pursuant to Article 10, Sub-paragraph 1) of this Agreement.

2. The receiving Czech Party shall cover the registration fee and the cost of instruction, meals, accommodation and educational trips for the course participants accepted pursuant to Article 10, Sub-paragraph 2) of this Agreement.

Article 18

The obligations of each Party pursuant to this Agreement shall be subject to its respective laws and regulations concerning financing and shall depend on the availability of the relevant financial resources.

Article 19

1. This Agreement shall not exclude organization of other forms of cooperation on which the Parties agree in writing through diplomatic channels.

2. This Agreement shall not affect the entry and residence obligations in accordance with respective laws and regulations.

Article 20

This Agreement may be altered and amended upon mutual agreement of the Parties, Any alterations and amendments shall be done in writing and shall enter into force upon signature.

Article 21

1. This Agreement shall enter into force on the day of its signature and shall remain in force until 31 December 2029.

2. The period of validity of this Agreement shall be automatically extended until the signing of a new Agreement. In this subsequent period of validity, each Party may terminate this Agreement by written notification to the other Party through diplomatic channels. The termination shall take effect on the first day of the second month following the month in which such a notification was delivered to the other Party.

3. Programmes of exchange, projects and activities commenced pursuant to this Agreement during its validity shall remain in force until their completion regardless of the termination of this Agreement.

Done in Prague on 20 January 2025 in two originals, each in the Vietnamese, Czech and English languages, all texts being equally authentic. In case of divergence in interpretation, the English text shall prevail.

THỎA THUẬN

GIỮA CHÍNH PHỦ NƯỚC CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM VÀ CHÍNH PHỦ NƯỚC CỘNG HÒA SÉC VỀ HỢP TÁC TRONG LĨNH VỰC GIÁO DỤC

Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ nước Cộng hòa Séc (sau đây gọi là “hai Bên”);

với mong muốn cùng phát triển hoạt động hợp tác chung trong giáo dục, và

tin tưởng rằng sự hợp tác này sẽ đóng góp vào việc phát triển những mối quan hệ chung,

đã thỏa thuận như sau:

Điều 1

1. Để phối hợp triển khai Thỏa thuận này, cơ quan nhà nước của hai Bên được giao chịu trách nhiệm là:

Về Bên Việt Nam là: Bộ Giáo dục và Đào tạo nước Cộng hòa xã hội chủ nghĩa Việt Nam;

Về Bên Séc là: Bộ Giáo dục, Thanh niên và Thể thao Cộng hòa Séc.

2. Trong trường hợp thay đổi cơ quan nhà nước được giao chịu trách nhiệm hoặc các cơ quan này thay đổi tên, hai Bên thông báo cho nhau thông qua đường ngoại giao. Những thay đổi như vậy sẽ không ảnh hưởng đến việc thực hiện Thỏa thuận này, trừ khi hai Bên có sự đồng ý khác.

Điều 2

Hai Bên sẽ ủng hộ hoạt động hợp tác trực tiếp giữa các cơ sở giáo dục đại học của nhau được thực hiện trên cơ sở những thỏa thuận hợp tác trực tiếp.

Điều 3

Mỗi Bên sẽ hỗ trợ giảng dạy ngôn ngữ và văn học của Bên kia theo khả năng của mình. Căn cứ vào yêu cầu của mỗi Bên và theo đề nghị của Bên kia, sẽ gửi giáo viên ngôn ngữ và văn học của mỗi Bên để giảng dạy tại các cơ sở giáo dục đại học trong nước của Bên kia.

Điều 4

Theo yêu cầu, hai Bên sẽ trao đổi thông tin và tài liệu liên quan đến quản lý, tổ chức và nội dung giáo dục tiểu học, trung học, giáo dục nghề nghiệp và đại học. Hai Bên, theo yêu cầu, cũng trao đổi cho nhau các thông tin và tài liệu về lịch sử, địa lý và văn hóa với nước Bên kia.

Điều 5

Hai Bên sẽ thông báo cho nhau về các hội nghị, hội thảo, diễn đàn quốc tế và các cuộc gặp gỡ khác liên quan đến giáo dục được tổ chức ở nước mình.

Điều 6

1. Trong thời hạn hiệu lực của Thỏa thuận này, hai Bên có thể trao đổi đoàn cán bộ của mình nhằm trao đổi kinh nghiệm và thảo luận việc thực thi Thỏa thuận này. Thời gian công tác tối đa trong thời hạn một (01) tuần.

2. Thành phần của đoàn và chương trình làm việc dự kiến được thống nhất thông qua các kênh ngoại giao.

3. Bên cử, theo luật và quy định của nước mình, sẽ chịu tất cả các chi phí liên quan đến chuyến làm việc của các cán bộ được gửi đến Bên nhận theo Điều này, bao gồm cả chi phí sinh hoạt ở nước của Bên nhận.

Điều 7

Hai Bên sẽ hỗ trợ việc nâng cao kiến thức trong các lĩnh vực khoa học khác nhau và để đạt được mục tiêu này, mỗi năm hai Bên sẽ trao đổi các giảng viên và nghiên cứu viên của các cơ sở giáo dục đại học công lập của nước Cộng hòa xã hội chủ nghĩa Việt Nam và các cơ sở giáo dục đại học công lập của nước Cộng hòa Séc để nghiên cứu và giảng dạy với tổng thời gian hai (02) tháng. Mỗi lượt làm việc riêng lẻ có thể dao động từ tối thiểu hai (02) tuần đến tối đa bốn (04) tuần. Những chuyến làm việc này chỉ có thể được thực hiện khi có giấy mời từ một cơ sở giáo dục đại học của nước Bên nhận.

Điều 8

Hai Bên, trên cơ sở có đi có lại, hằng năm sẽ hỗ trợ việc trao đổi sinh viên đang học đại học và sau đại học tại các cơ sở giáo dục đại học công lập của nước Cộng hòa xã hội chủ nghĩa Việt Nam và các sinh viên học đại học, thạc sĩ và tiến sĩ tại các cơ sở giáo dục đại học của nước Cộng hòa Séc để học tập trong tổng thời gian sáu mươi (60) tháng. Thời gian học của một cá nhân có thể dao động từ tối thiểu hai (02) tháng đến tối đa là mười (10) tháng.

Điều 9

1. Với chu kỳ hai năm:       

a) Bên Việt Nam sẽ cấp học bổng hai năm cho hai (2) sinh viên Séc theo học các khóa học trong chương trình thạc sĩ hoặc tiến sĩ tiếp theo tại các cơ sở giáo dục đại học công lập của nước Cộng hòa xã hội chủ nghĩa Việt Nam;

b) Bên Séc sẽ cấp học bổng hai năm cho hai (2) sinh viên Việt Nam theo học các khóa học trong chương trình thạc sĩ hoặc tiến sĩ tiếp theo tại các cơ sở giáo dục đại học công lập của nước Cộng hòa Séc;

c) Các lĩnh vực học tập, nghiên cứu và ngôn ngữ học tập và các điều kiện nhập học vào cơ sở giáo dục đại học sẽ được thống nhất thông qua các kênh ngoại giao.

2. Trong trường hợp học tập bằng ngôn ngữ của Bên nhận, Bên nhận sẽ cung cấp cho các ứng viên trúng tuyển chương trình đào tạo ngôn ngữ miễn phí trong một năm theo luật pháp và các quy định tương ứng của nước Bên nhận.

3. Trong trường hợp chỉ tiêu học bổng chưa sử dụng hết, các học bổng có thể được thông báo lại sau 12 tháng kể từ thông báo trước đó về việc cung cấp học bổng. Trong trường hợp đó, các điều kiện của việc cấp học bổng sẽ được thống nhất thông qua kênh ngoại giao.

Điều 10

Với mục đích hỗ trợ việc học tập và hiểu biết về ngôn ngữ và văn hóa của phía Bên kia, hằng năm hai Bên sẽ cung cấp cho nhau:

1) Bên Việt Nam cấp hai (2) học bổng mỗi năm cho công dân Séc để tham dự Khóa học mùa hè về ngôn ngữ và văn học Việt Nam ở nước Cộng hòa xã hội chủ nghĩa Việt Nam;

2) Bên Séc cấp hai (2) học bổng mỗi năm cho công dân Việt Nam để tham dự Khóa học mùa hè về nghiên cứu ngôn ngữ và văn hóa Slavơ ở Cộng hòa Séc.

CÁC ĐIỀU KHOẢN CHUNG VÀ CUNG CẤP TÀI CHÍNH

Điều 11

1. Hai Bên phải đảm bảo những người được cử của mình được gửi đến nước Bên kia theo Điều 7, 8, 9 và 10 của Thỏa thuận này được trả chi phí đi lại quốc tế tới nước Bên nhận và chiều về.

2. Các ứng viên của Bên Séc tại thời điểm được trả chi phí đi lại quốc tế phải đã được tuyển dụng hoặc đã ghi danh học tại các cơ sở giáo dục đại học công lập tại nước Cộng hòa Séc.

Điều 12

1. Các hoạt động của các giáo viên giảng dạy ngôn ngữ và văn học được tiếp nhận theo Điều 3 của Thỏa thuận này phải tuân theo luật và các quy định hiện hành được áp dụng tại quốc gia tương ứng, đặc biệt là luật và các quy định về quan hệ lao động, bảo hiểm y tế và xã hội.

2. Số tiền lương chi trả cho các giáo viên cũng phải tuân theo các luật và các quy định hiện hành của nước Bên nhận.

3. Việc đề cử giáo viên mới và gia hạn thời gian lưu trú cho những giáo viên đã làm việc tại đó sẽ được thông báo cho Bên nhận bằng văn bản thông qua các kênh ngoại giao chậm nhất trước ngày 30 tháng 4 hằng năm.

Điều 13

1. Bên gửi trao cho Bên nhận danh sách người dự tuyển theo Điều 7 của Thỏa thuận này, kể cả hồ sơ cá nhân theo mẫu đơn của Bên nhận và dự kiến chương trình học dự kiến ít nhất ba (3) tháng trước khi bắt đầu thời gian học.

2. Bên nhận thông báo cho Bên gửi việc chấp nhận các ứng viên ít nhất ba mươi (30) ngày trước ngày bắt đầu thời gian học dự kiến.

3. Bên gửi thông báo cho Bên nhận chính xác về ngày đến và các chi tiết về chuyến bay hai (2) tuần trước khi bắt đầu thời gian học.

Điều 14

Bên nhận phải đảm bảo rằng những người được nhận theo Điều 7 của Thỏa thuận này được cấp:

a) Tiền ăn và tiền tiêu vặt theo quy định hiện hành của nước Bên nhận;

b) Nơi ở miễn phí phù hợp với pháp luật và các quy định tương ứng của nước Bên nhận.

Điều 15

1. Bên gửi trao cho Bên nhận danh sách người dự tuyển theo Điều 8 và Điều 9 của Thỏa thuận này, bao gồm các mẫu đơn và các tài liệu cần thiết khác chậm nhất vào ngày 31 tháng 3 hằng năm.

2. Bên nhận thông báo cho Bên gửi việc chấp nhận các ứng viên được cử theo Điều 8 và Điều 9 của Thỏa thuận này chậm nhất là vào ngày 15 tháng 6 hằng năm.

3. Bên gửi sẽ thông báo cho Bên nhận về ngày đến của những người trúng tuyển ít nhất hai (2) tuần trước khi bắt đầu thời gian học.

4. Việc ứng viên có thể sử dụng thành thạo ngôn ngữ của quốc gia Bên nhận hoặc một ngôn ngữ nước ngoài mà Bên nhận chấp thuận sẽ là điều kiện tiên quyết để tiếp nhận ứng viên đi học.

Điều 16

Việc trao đổi người theo Điều 8 và Điều 9 của Thỏa thuận này sẽ diễn ra theo các điều kiện sau:

1. Bên nhận Việt Nam phải đảm bảo rằng tất cả các cá nhân được chấp nhận theo Điều 8 và Điều 9 của Thỏa thuận này được cung cấp:

a) học miễn phí tại các cơ sở giáo dục đại học công lập tại nước Cộng hòa xã hội chủ nghĩa Việt Nam;

b) tiền ăn và chỗ ở với các điều kiện tương tự như các điều kiện áp dụng cho công dân của nước Cộng hòa xã hội chủ nghĩa Việt Nam;

c) học bổng phù hợp với các luật và các quy định hiện hành.

2. Bên nhận Séc phải đảm bảo rằng tất cả các cá nhân được chấp nhận theo Điều 8 và Điều 9 của Thỏa thuận này được cung cấp:

a) học miễn phí tại các cơ sở giáo dục đại học công lập với các điều kiện tương tự như các điều kiện áp dụng cho công dân của nước Cộng hòa Séc;

b) tiền ăn và chỗ ở tại các cơ sở giáo dục đại học công lập với các điều kiện tương tự như các điều kiện áp dụng cho công dân của nước Cộng hòa Séc;

c) học bổng phù hợp với các luật và quy định hiện hành.

Điều 17

Việc trao đổi người theo Điều 10 của Thỏa thuận này sẽ diễn ra theo các điều kiện sau đây:

1. Bên nhận Việt Nam sẽ chi trả cho những người tham gia khóa học được chấp nhận theo khoản 1 Điều 10 của Thỏa thuận này lệ phí đăng ký, chỗ ở, các chuyến tham quan và chi phí hướng dẫn trong thời gian khóa học.

2. Bên nhận Séc sẽ chi trả cho những người tham gia khóa học được chấp nhận theo khoản 2 Điều 10 của Thỏa thuận này lệ phí đăng ký và chi phí hướng dẫn, các bữa ăn, chỗ ở và các chuyến đi tham quan học tập trong thời gian khóa học.

Điều 18

Các nghĩa vụ của mỗi Bên theo Thỏa thuận này sẽ tuân theo luật pháp và các quy định tương ứng của mỗi Bên về tài chính và sẽ phụ thuộc vào sự sẵn sàng đáp ứng của các nguồn tài chính liên quan.

Điều 19

1. Thỏa thuận này sẽ không loại trừ việc tổ chức các hình thức hợp tác khác mà hai Bên đồng ý bằng văn bản thông qua kênh ngoại giao.

2. Thỏa thuận này sẽ không ảnh hưởng đến các quy định về xuất nhập cảnh và cư trú phù hợp với luật pháp và các quy định hiện hành của hai Bên.

Điều 20

Thỏa thuận này có thể được sửa đổi và bổ sung theo thỏa thuận chung của hai Bên. Bất kỳ sửa đổi và bổ sung nào đều phải được thực hiện bằng văn bản và có hiệu lực sau khi ký.

Điều 21

1. Thỏa thuận này có hiệu lực kể từ ngày ký và có hiệu lực đến ngày 31 tháng 12 năm 2029.

2. Thời hạn hiệu lực của Thỏa thuận này sẽ được tự động gia hạn cho đến khi ký kết một văn bản Thỏa thuận mới. Trong thời hạn hiệu lực tiếp theo này, mỗi Bên có thể chấm dứt Thỏa thuận này bằng thông báo bằng văn bản cho Bên kia thông qua các kênh ngoại giao. Việc chấm dứt sẽ có hiệu lực vào ngày đầu tiên của tháng thứ hai sau tháng mà thông báo đó được gửi cho Bên kia.

3. Các chương trình trao đổi, dự án và hoạt động được bắt đầu theo Thỏa thuận này trong thời gian hiệu lực của Thỏa thuận sẽ vẫn có hiệu lực cho đến khi hoàn thành bất kể Thỏa thuận này có chấm dứt hay không.

Làm tại Praha, ngày 20 tháng 01 năm 2025 thành 2 bản bằng tiếng Việt, tiếng Séc và tiếng Anh, các văn bản có giá trị như nhau. Trong trường hợp có sự khác biệt trong diễn giải, văn bản tiếng Anh sẽ được dùng làm cơ sở.
