Responsibilities
The HR Manager is responsible for:
General
· Managing all aspects of shore-based personnel administration.
· Supervising the implementation of HR department procedures as planned and executed by his department staff.
· Verifying that the qualifications and experience of new recruits ashore are genuine.
· Managing the selection and engagement of all shore-based personnel, in accordance with the SMS procedures.
· Controlling, briefing, interviewing, screening and hiring all shore-based personnel.
· Implementing personnel decisions made by the Management.
· Informing the Management of shore-based personnel engagement and employment problems.
· Anticipating in co-operation with the Department Heads the future Company’s needs for recruitment and informing the General Director and/or Deputy GD on manpower planning.
· Checking application forms and previous Company's records for each candidate prior to engagement and deal with the same after engagement.
· Resolving personnel disputes and ensuring smooth completion of same.
· Ensuring the control/monitoring of documents and Certificates of staff.
· Reviewing information on the performance of all staff personnel and make suggestions on their promotion, after consultation with other Department Heads.
· Implementing salary, pension, and welfare schemes.
Health, Safety, Quality and Environmental protection Management
· Complying with the SMS procedures and requirements and demonstrating his commitment to the continual improvement of Company’s performance.
· Demonstrating his commitment to safety and environmental excellence, by his behaviour.
· Ensuring that engagements of personnel stipulated in the SMS are properly implemented and maintained by his department.
· The promotion of the Company’s Policy and culture throughout the Company.
· Ensuring that the working conditions in the office are safe and hygiene.
· Briefing shore staff with the Company’s SMS procedures and requirements.
· Provide awareness training to shore based personnel on environmental aspects and energy performance improvement.
· Briefing shore staff and visitors regarding emergency procedures / evacuation of Company’s office.
· Identifying training needs of office personnel and initiating further actions.
· Participating in the Management Review meetings and ensuring that any subsequent actions are carried out as soon as is practicable thereafter.

· Ensuring that environmental friendly products are used for office needs.
· Participating in the Emergency Response Team, as delegated by the General Manager.
· Participating in the Shore Safety/Management Review Committee meetings and ensuring that any subsequent actions are carried out as soon as is practicable thereafter.
Performance measurement
· Manpower planning.
· Office personnel’s retention rate.
· Communication of the Company’s Policy within the department.
· Job satisfaction of the departmental staff.
· Resource management within the department.
· Office staff training and awareness achievements.
· Relative to his department management programmes achievements as described in Chapter 7.6 of SMS manual.

Qualifications
- Previous experience on personnel matters. • Kinh nghiệm trước đây về các vấn đề nhân sự
- Good communication ability. Khả năng giao tiếp tốt
- Working knowledge of the English language. Có khả năng làm việc trong môi trường tiếng Anh.
- A well-established work experience in related fields. Có kinh nghiệm trong chuyên môn và các lĩnh vực liên quan
- Adequate PC knowledge. Thông thạo máy tính.
- Good knowledge of national legislation and international regulations. Kiến thức tốt về luật pháp quốc gia và các quy định quốc tế
- Strong at change management. Mạnh về quản lý thay đổi
